When President Mohamed Morsi issued his highly controversial extra-constitutional decree on 20 November, which he later partially annulled under mass public protest, he promised to use the extraordinary legislative powers it afforded him only within very limited boundaries. When he actually used these powers, he did so very quickly to pass law 105/2012 in the midst of what could be described, without too much exaggeration, as one of the most critical moments in Egypt’s modern history. [The following is a Migrant Rights post on calls to boycott the World Cup in Qatar in 2022 and (possibly) the UAE, if chosen for the 2024 Olympics.] The International Trade Union Confederation (ITUC) will organize a boycott of the 2022 World Cup in Qatar unless the nation improves migrant worker conditions. The group also plans to boycott the UAE (if selected for the 2024 Olympics) if genuine labor reform is not realized. As both nations will implement intensive labor projects in preparation for these events, ITUC emphasized that laborers must be guaranteed fair pay as well as decent accommodations. [The following policy brief was issued by the Lebanese Center for Policy Studies on 1 November 2012.] Political Instability Costs Lebanon 5% of Its GDP Executive Summary In the last six years, Lebanon has experienced both war and political instability, including assassinations, bombings, sit-ins, demonstrations, government resignation, and armed clashes. This paper examines the impact of political instability on the economy between 2005 and 2010. The research reveals that the assassination of Hariri in 2005 and the July 2006 war both had a negative impact on most economic sectors. Power-sharing is always a messy affair. Under the best of circumstances, striking a balance between competing forces is a perpetual work in progress, with political actors continually vying for control of the driver’s seat. In advanced democracies, the structural checks and balances built into the system limit the powers of each branch and (largely) constrain the contest for control within predefined limits. In countries such as Kuwait, where democratization is an ongoing experiment, these limits themselves remain a subject of contestation that oppositional political forces exploit for often narrow, short-term interests. Last month saw the successful founding of an independent workers’ union emerge out of the Lebanese private sector. Yet there has been little social media fanfare outside Lebanon over this success … perhaps not surprisingly. Class struggle in contemporary Lebanon has rarely captured the imagination of either scholars or social activists.
