The Constitutional Committee and a Large-Scale Prisoner Swap

The United Nations special envoy for Syria said on Friday that the Syrian government and opposition should move forward on large-scale prisoner exchanges to build confidence ahead of their first talks next month in more than a year. The United Nations announced on Monday the formation of a constitutional committee for Syria, a long-awaited step in a stalled peace process. UN officials say such a committee is key to political reforms and new elections meant to unify Syria and end a war that has killed hundreds of thousands and displaced about half of the population.
The committee is scheduled to meet under UN auspices in Geneva on 30 October. The body will compromise one hundred people, split three ways between the government, opposition, and civil society with each side selecting fifteen people to prepare and draft constitutional proposals.
Kurdish Participation in the Constitutional Committee

The United Nations’ envoy to Syria, Geir Pedersen, confirmed the participation of Syria’s “Kurds” in the newly formed constitutional committee, in conjunction with word about the exclusion of the self-administration east of the Euphrates from the committee. “I did not count the committee members based on the ethnicity they belong to. However, I can say that there are Kurdish members in the Constitutional Committee,” Pedersen said on Sunday.
Safe Zone from One Side

The Turkish Foreign Minister Mevlut Cavusoglu said on Friday that his country is not satisfied with talks with the United States on establishing a “safe zone” in northern Syria and will act alone if there is no progress.
Ankara has repeatedly threatened to act against the Syrian Kurdish People’s Protection Units (YPG), which it deems a “terrorist” group, unless the United States removes the fighters from a 480-kilometer-long area on the Syrian side of its border. The two countries have started joint land and air patrols along part of Syria’s border with Turkey, but Ankara remains angry with Washington’s support for the YPG, which has been a key ally in its fight against ISIS in Syria.
Earlier on Friday, Turkish President Tayyip Erdogan was reported as saying that Turkey’s work on the safe zone for refugees in northeast Syria was on schedule. “Work is going ahead according to the timetable. Our preparations along the border are complete,” he said.
On the sidelines of the General Assembly, US Special Envoy to Syria James Jeffrey told reporters that Washington was moving as fast as possible, and he cautioned against any unilateral operation in the area.
The YPG-led Syrian Democratic Forces alliance has said it would pull back up to fourteen kilometers in some areas, but Turkey says the United States agreed that the safe zone should extend thirty kilometers into Syria. Turkey plans to build homes to settle one million Syrian refugees in the “safe zone”. The state broadcaster TRT Haber said on Friday it would cost around twenty-seven billion dollars.
Demands for the Withdrawal of Illegitimate Forces!

Syria’s Foreign Minister Walid al-Moualem demanded on Saturday an immediate withdrawal of all US and Turkish troops from his country and warned that Syrian government forces had the right to take countermeasures if they refused. “Any foreign forces operating in our territories without our authorization are occupying forces and must withdraw immediately. If they refuse, we have the right to take any and all countermeasures authorized under international law,” al-Moualem said during an address to the annual gathering of world leaders at the United Nations in New York.
The United States has around one thousand troops in Syria. Turkey has also launched military incursions into northern Syria. US President Donald Trump last year ordered the complete withdrawal of US troops from Syria–only to later be convinced to leave some forces behind to ensure that ISIS militants cannot stage a comeback. The United States and Turkey have started joint land and air patrols along part of Syria’s border with Turkey.
France and Chemical Weapons

The French foreign ministry said that any use of chemical weapons in Syria should be highlighted, and that it had been “worried to learn” of information from the United States about the use of such weapons in Syria in May. “All light must be shed on the subject of the possible use of chemical weapons. We have full confidence in the Organization for the Prohibition of Chemical Weapons (OPCW),” said the French foreign ministry on Friday.
US Secretary of State Mike Pompeo said on Thursday the United States had concluded that the Syrian government used chlorine as a chemical weapon during a battle in May with opposition militants in Idlib.
Expanding Hmeimim

Russian news agencies cited an unnamed Defense Ministry official as saying on Thursday that Russia is expanding its Hmeimim air base in Syria and rebuilding a second landing strip to allow the facility to serve more aircraft.
The ministry has also set up new buildings to house aircraft at the site that will defend against drone attacks, the official was cited as saying. Thirty fighter planes and helicopters are currently deployed at the base, he added.

The Turkish defense ministry said on Sunday that Turkish fighter jets have downed a drone that violated Turkey’s airspace from Syria six times, adding that the drone’s identity could not be immediately determined. A ministry statement said that two F-16 fighter jets had tracked down the drone after repeated violations of Turkish airspace, which occurred on Saturday.
Canada Revokes Syrian Consul

Canada has revoked its approval of a diplomat in Montreal who is a supporter of Syrian President Bashar al-Assad, Foreign Minister Chrystia Freeland said on Wednesday. Freeland previously came out strongly against Waseem Ramli’s appointment to the position of Syrian honorary consul and promised timely action, but she had first wanted to hear Global Affairs Canada’s explanation for approving the position. “Upon review of the department’s decision, I have instructed officials to immediately revoke his status,” she said.
Canada joined several other countries in ejecting all Syrian diplomats after the 2012 Houla massacre, but Syria has maintained honorary consul positions in Montreal and Vancouver to “provide basic consular services to Syrians in Canada,” Freeland said. However, Ramli’s appointment to the position caused fear in the Syrian refugee community living in Canada, according to activists, and shocked Freeland, who said she and her staff were not informed of Ramli’s approval by Global Affairs Canada. Ramli posts frequently on Facebook in support of Assad, and told Canada’s Maclean’s magazine that the White Helmets, a group of volunteer first-responders in Syria, are a “terrorist organization” linked to al-Qa‘ida.
Departing Unstable Daraa

Enab Baladi’s reporter in Daraa said on Sunday, 29 September that three leaders in the opposition left Daraa for different reasons that varied between seeking therapy and fleeing the security situation in the governorate.
Committee to Reform Public Sector

The Syrian Prime Minister Imad Khamis issued an order to form the Higher Committee For Reforming the Public Economic Sector. The committee will be presided by the prime minister, and its members include the ministers of finance, economy and foreign trade, and administrational development; the secretary-general of the prime ministry; the presidents of the Planning and International Cooperation Authority; the Central Apparatus for Financial Supervision; the State Council; and the General Union of Labor Syndicates, in addition to three experts who are specialized in the committee’s fields of work, who are to be named by the prime minister.
The committee is tasked with developing and implementing reform and development operations, in addition to restructuring the public economic sector. The committee’s objective is to define necessary investments to develop the public economic sector; improve the productivity and competitiveness of public institutions and companies and governmental companies; update management methods in public institutions and companies and governmental companies, so that they can develop their products, services, and marketing capabilities; and work on providing the necessary technical and administrational training to develop the public economic sector.
Al-Qaim Border Crossing

Iraq’s Prime Minister Adel Abdul Mahdi has approved the reopening on Monday of al-Qaim border-crossing with Syria, state news agency INA said, the latest sign of normalization between Baghdad and the Syrian government. The agency said the head of the border outlets Kazem al-Oqabi stressed the “readiness of the border crossing for travelers and for commercial trading, as well.”
The western Anbar governorate town of Qaim, three hundred kilometers west of Baghdad, was recaptured from ISIS in November 2017 and was the group’s last bastion in Iraq to fall. It borders the Syrian town of Albukamal, which was also an ISIS stronghold. The two towns lie on a strategic supply route and the crossing between them had only been open for government or military traffic. Iraq recently called for the reinstatement of Syria’s membership of the Arab League, which was suspended in 2011 over its crackdown on protesters.
Supporting the Syrian Pound

The most prominent Syrian businessmen, such as Samer Fawz, agreed to support the Syrian pound (the lira) during a meeting with the governor of the Syrian Central Bank and the unions of commercial and industrial chambers. This came during a meeting with Hazem Qarafol, the Governor of the Syrian Central Bank, on Saturday with businessmen in the Sheraton hotel in Damascus, as part of an initiative to support the Syrian pound which lost significantly against the US dollar in a recession considered the first of its kind since 2016. The exchange rate for Sunday varied between 628 to 631 Syrian pounds to one US dollar.
اللجنة الدستورية وتبادل واسع للأسرى

قال مبعوث الأمم المتحدة الخاص إلى سوريا يوم الجمعة إن على الحكومة السورية والمعارضة المضي قدماً في عمليات تبادل للأسرى على نطاق واسع بغرض بناء الثقة قبلعقد أول جولة محادثات بينهما الشهر المقبل.وأعلنت الأمم المتحدة يوم الاثنين تشكيل لجنة لصياغة دستور لسوريا وهي خطوة طال انتظارها في عملية السلام المتعثرة.ويقول مسؤولو الأمم المتحدة إن هذه اللجنة مهمة للغاية لتحقيق إصلاحات سياسية وإجراء انتخابات بهدف توحيد سوريا وإنهاء الحرب التي تسببت في مقتل مئات الآلاف وتشريد نحو نصف سكان البلاد.
ومن المقرر أن تجتمع اللجنة تحت رعاية الأمم المتحدة في جنيف في 30 تشرين الأول/ أكتوبر.وتتألف اللجنة من 150 عضواً مقسمين لثلاثة أقسام بين الحكومة والمعارضة والمجتمع المدني، وسيختار كل قسم 15 عضواً لتقديم مقترحات لمسودة الدستور.

أكد المبعوث الأممي إلى سوريا، غير بيدرسون، مشاركة “كرد” سوريا في اللجنة الدستورية المشكلة حديثاً بالتزامن مع الحديث عن استبعاد “الإدارة الذاتية” في شرق الفرات من تشكيل اللجنة.وقال بيدرسون، يوم الأحد 29 من أيلول/سبتمبر، “لم أحص عدد أعضاء اللجنة من الناحية الإثنية التي ينتمون إليها، لكن باستطاعتي القول إن هناك أعضاء كرد في اللجنة الدستورية”. وأضاف المبعوث الأممي، “أعتقد أننا نجحنا في جلب شريحة كبيرة من مختلف مكونات المجتمع السوري جنباً إلى جنب في اللجنة الدستورية، وكذلك أعضاء يحملون آراء متنوعة”.
وقال الرئيس المشترك للمجلس التنفيذي في “الإدارة الذاتية”، عبد حامد المهباش، الخميس 26 من أيلول/سبتمبر، “نطالب الأمم المتحدة بإعادة النظر بالخطوة غير العادلة، التي لا تمثل حق السوريين في المشاركة من أجل التعامل بشكل ديمقراطي”.
المنطقة الآمنة من طرف واحد!

قال وزير الخارجية التركي مولود جاويش أوغلو يوم الجمعة إن تركيا غير راضية عن وضع المحادثات الحالية مع الولايات المتحدة لإنشاء “منطقة آمنة” مزمعة في شمال سوريا وستعمل من جانب واحد إذا لم يتحقق تقدم.
وهددت أنقرة مراراً بالتحرك ضد وحدات حماية الشعب التي تعتبرها جماعة “إرهابية” إذا لم تتعاون الولايات المتحدة في إبعاد المسلحين الأكراد من منطقة على الحدود تمتد لنحو 480 كيلومتراً. وبدأ البلدان دوريات برية وجوية مشتركة على طول جزء من الحدود بين سوريا وتركيا. لكن أنقرة لا تزال غاضبة من دعم الولايات المتحدة لوحدات حماية الشعب وهي حليف رئيسي لها ضد تنظيم داعش في سوريا.
وفي وقت سابق يوم الجمعة نقلت محطة تلفزيونية عن الرئيس التركي رجب طيب أردوغان قوله يوم الجمعة إن استعدادات تركيا لإنشاء “منطقة آمنة” للاجئين في شمال شرق سوريا تمضي وفق الجدول المحدد.وقال إن “الجهود تمضي وفق الجدول الزمني. اكتملت أيضا كل استعداداتنا على طول الحدود”.
وقال جيمس جيفري المبعوث الأمريكي الخاص بسوريا للصحفيين على هامش اجتماعات الجمعية العامة للأمم المتحدة إن واشنطن تمضي بإخلاص وبأسرع ما يمكن، وحذر من أي عمل أحادي في المنطقة.
وقالت قوات سوريا الديمقراطية التي تقودها وحدات حماية الشعب إنها ستنسحب لمسافة تصل إلى 14 كيلومتراً في بعض المناطق، لكن تركيا تقول إن الولايات المتحدة وافقت على أنه ينبغي أن تمتد المنطقة الآمنة لعمق 30 كيلومتراً في سوريا.وقالت محطة (تي.آر.تي خبر) التركية الرسمية يوم الجمعة إن مسودة خطة تركية لتوطين مليون لاجئ سوري في “منطقة آمنة” بشمال شرق سوريا تتضمن مشروعاً سكنياً سيتكلف نحو 27 مليار دولار.
مطالبة بانسحاب القوات غير الشرعية!

طالب وزير الخارجية السوري وليد المعلم يوم السبت بانسحاب كل القوات الأمريكية والتركية فوراً من بلاده وحذر من أن القوات السورية لها الحق في اتخاذ إجراءات مضادة في حالة رفضها الانسحاب.وقال المعلم خلال كلمة أمام الجمعية العامة للأمم المتحدة في نيويورك إن “أي قوات أجنبية تتواجد على أراضينا، دون طلب منا، هي قوات احتلال وعليها الانسحاب فوراً وإن لم تفعل فلنا الحق في اتخاذ كل الإجراءات المكفولة بموجب القانون الدولي إزاء ذلك”. وأضاف المعلم “ما زالت الولايات المتحدة وتركيا تواصلان وجودهما العسكري غير الشرعي في شمال سوريا وقد وصل الصلف بهما إلى حد عقد مباحثات واتفاقات بشأن إنشاء ما يسمى بالمنطقة الآمنة داخل الأراضي السورية، وكأن هذه المنطقة ستقام على الأراضي الأمريكية أو التركية.. إن كل ذلك مخالف للقانون الدولي وميثاق الأمم المتحدة”.
وتجدر الإشارة أن للولايات المتحدة نحو ألف جندي في سوريا، كما قامت تركيا أيضاً بتوغل عسكري في شمال سوريا.وكان الرئيس الأمريكي دونالد ترامب قد أمر في العام الماضي باستكمال انسحاب القوات الأمريكية من سوريا ولكن تم إقناعه فيما بعد بترك بعض القوات هناك لضمان عدم تمكن مقاتلي تنظيم داعش من استئناف نشاطهم.وبدأت الولايات المتحدة وتركيا دوريات برية وجوية مشتركة بمحاذاة جزء من الحدود السورية مع تركيا.

قالت وزارة الخارجية الفرنسية إنه يجب تسليط الضوء على أي استخدام للأسلحة الكيماوية في سوريا وإنها “شعرت بالقلق لاطلاعها” على معلومات من الولايات المتحدة بشأن استخدام هذه الأسلحة في سوريا في أيار/مايو.وأضافت الوزارة يوم الجمعة “يجب تسليط الضوء بالكامل على موضوع الاستخدام المحتمل للأسلحة الكيماوية. لدينا ثقة كاملة في منظمة حظر الأسلحة الكيميائية”.
وقال وزير الخارجية الأمريكي مايك بومبيو يوم الخميس إن الولايات المتحدة خلصت إلى أن الحكومة السورية استخدمت الكلور كسلاح كيماوي خلال معركة مع مسلحي المعارضة في إدلب في أيار/مايو.

نقلت وكالات أنباء روسية عن مسؤول في وزارة الدفاع لم تذكر اسمه قوله يوم الخميس إن بلاده تستعد لبناء مدرج هبوط ثان للسماح لقاعدة حميميم الجوية التابعة لها في سوريا بخدمة مزيد من الطائرات.
وأضافت الوكالات نقلاً عن المسؤول أن الوزارة تشيد أيضاً منشآت جديدة لتكون حظائر للطائرات في القاعدة بغرض التصدي لهجمات تنفذ بطائرات مسيرة.وأشار المسؤول إلى أن 30 مقاتلة وطائرة هليكوبتر موجودة حالياً في تلك القاعدة الجوية.

قالت وزارة الدفاع التركية يوم الأحد إن طائرات مقاتلة أسقطت طائرة مسيرة قادمة من سوريا انتهكت المجال الجوي التركي ست مرات.وأضافت أنها لم تتمكن من تحديد هوية الطائرة المسيرة. وقالت الوزارة في بيان إن طائرتين مقاتلتين من طراز إف-16 أسقطتا الطائرة المسيرة بعد تكرار انتهاك المجال الجوي التركي يوم السبت.
كندا تسحب الموافقة على تعيين قنصل سوري

قالت وزيرة الخارجية الكندية كريستيا فريلاند يوم الأربعاء إن بلادها ألغت موافقتها على تعيين دبلوماسي في مونتريال من أنصار النظام السوري.وكانت فريلاند انتقدت بشدة تعيين وسيم الرملي في منصب القنصل السوري الشرفي وتعهدت باتخاذ إجراء في الوقت المناسب، لكنها قالت إنها تريد أولاً الحصول على توضيح من هيئة (جلوبال أفيرز كندا) بشأن قبول تعيينه.وقالت فريلاند “بعد مراجعة قرار الهيئة، وجهت تعليماتي للمسؤولين بإلغاء تعيينه فوراً.
وأضافت أن كندا كانت ضمن عدد من دول العالم التي طردت كل الدبلوماسيين السوريين بعد مذبحة الحولة عام 2012، لكن يوجد لسوريا قناصل شرفيين في مونتريال وفانكوفر “لتوفير الخدمات القنصلية الأساسية للسوريين في كندا”. غير أن ناشطين قالوا إن تعيين الرملي أثار الخوف بين اللاجئين السوريين الذين يعيشون في كندا. كما أصاب القرار فريلاند بصدمة وقالت إنها وفريق عملها لم يكن لديهم علم مسبق بقرار الهيئة.ويكتب الرملي في كثير من الأحيان منشورات مؤيدة للأسد عبر فيسبوك وكان قد قال لمجلة ماكلين الكندية إن جماعة الخوذ البيضاء، وهي جماعة من مسعفين متطوعين في سوريا، “منظمة إرهابية” على صلة بتنظيم القاعدة.
مغادرة درعا غير المستقرة!

سجلت محافظة درعا خلال الأشهر الماضية مغادرة عدد من القياديين السابقين في المعارضة السورية إلى تركيا ولبنان والإمارات.وأفاد مراسل عنب بلدي في درعا، الأحد 29 من أيلول/سبتمبر، أن ثلاثة قياديين في صفوف المعارضة غادروا درعا لأسباب مختلفة، تنوعت بين العلاج والهرب من الحالة الأمنية في المحافظة.
ونقل المراسل عن مصادر قيادية سابقة في المعارضة في درعا، أن القادة الذين غادروا سوريا هم، القيادي السابق في جيش “المعتز بالله” أبو حمزة طربش، وغادر إلى الإمارات، والقيادي السابق أبو عبد الله البردان، وغادر إلى تركيا، والقيادي مفلح كناني، غادر إلى لبنان.وأوضحت المصادر أن أحد هدف مغادرة القياديين الثلاثة كان بسبب الحالة الأمنية المتردية في المنطقة والمتمثلة بزيادة حالات الاغتيال التي تطال القياديين السابقين في المعارضة، إلى جانب المخاوف من اعتقالهم في حال عادت القبضة الأمنية للنظام في درعا، بحسب تعبيرهم.
لجنة إصلاح القطاع العام

أصدر رئيس مجلس الوزراء عماد خميس قراراً بتشكيل “اللجنة العليا لإصلاح القطاع العام الاقتصادي”، برئاسته وعضوية كل من وزراء المالية والاقتصاد والتجارة الخارجية والتنمية الإدارية، والأمين العام لرئاسة مجلس الوزراء ورؤساء “هيئة التخطيط والتعاون الدولي، والجهاز المركزي للرقابة المالية، ومجلس الدولة، والاتحاد العام لنقابات العمال”، إضافة إلى 3 خبراء من ذوي الاختصاص في مجالات عمل اللجنة، يسميهم رئيس مجلس الوزراء.
وحددت مهام اللجنة بتخطيط وتنفيذ عمليات إصلاح وتطوير وإعادة هيكلة القطاع العام الاقتصادي؛ وغاية اللجنة تحديد الاستثمارات اللازمة لتطوير القطاع العام الاقتصادي، بأنواعها المختلفة، وتحسين إنتاجية المؤسسات والشركات العامة والشركات الحكومية وتنافسيتها، وتحديث أساليب إدارة المؤسسات والشركات العامة والشركات الحكومية، لتتمكن من تطوير منتجاتها وخدماتها وقدراتها التسويقية، والعمل على توفير التدريب الفني والإداري اللازم لتطوير القطاع العام الاقتصادي.
معبر القائم

قالت وكالة الأنباء العراقية إن رئيس الوزراء عادل عبد المهدي وافق على فتح معبر القائم الحدودي مع سوريا يوم الاثنين، في أحدث مؤشر على تطبيع العلاقات بين بغداد والحكومة السورية.وذكرت الوكالة يوم الجمعة أن رئيس هيئة المنافذ الحدودية كاظم العقابي أكد “جهوزية المنفذ لمرور المسافرين وأيضاً للتبادل التجاري”.
واستعادت الحكومة العراقية في تشرين الثاني/نوفمبر من عام 2017 بلدة القائم الواقعة في محافظة الأنبار في غرب البلاد من تنظيم داعش، حيث كانت البلدة التي تبعد 300 كيلومتر غربي بغداد آخر معقل للتنظيم قبل سقوطه في العراق. والقائم متاخمة لبلدة البوكمال السورية والتي كانت أيضاً معقلاً للتنظيم. وتقع البلدتان على طريق إمدادات استراتيجي وكان المعبر مفتوحاً أمام حركة المرور الحكومية والعسكرية فقط.ودعت حكومة العراق في الآونة الأخيرة إلى إعادة سوريا لعضوية الجامعة العربية بعد تعليقها في عام 2011 بسبب قمع الاحتجاجات.

اتفق أبرز رجال الأعمال السوريين على دعم الليرة السورية، على غرار رجل الأعمال سامر فوز، وذلك خلال اجتماعهم مع حاكم مصرف سوريا المركزي، واتحادي غرف التجارة والصناعة.وجاء ذلك في اجتماع مصرف سوريا المركزي برئاسة حاكم المصرف، حازم قرفول، مساء السبت، مع رجال الأعمال في فندق الشيراتون في دمشق، في مبادرة لدعم الليرة السورية التي شهدت انخفاضاً حاداً هو الأول من نوعه منذ عام 2016، أمام الدولار الأمريكي.وقالرجل الأعمال سامر الفوز يوم السبت 28 من أيلول/سبتمبر إن “جميع رجال الأعمال سيدفعون لدعم الليرة، ونتوقع تحسن سعر صرف الليرة قريباً، لكن نأمل من المركزي والفريق الاقتصادي في الحكومة مواكبة تدخلنا الإيجابي ومنع إجازات الاستيراد للمنتجات المصنعة محلياً، لتحفيف الضغط على القطع الأجنبي”. ويأتي ذلك في ظل استمرار تراجع الليرة السورية أمام العملات الأجنبية،إذ بلغ سعر الصرف، يوم الأحد، 631 ليرة للمبيع و628 ليرة للشراء، بحسب موقع “الليرة اليوم”، المتخصص بالعملات الأجنبية.
