ISIS is continuing to reconstitute in Syria amidst increased unrest and popular opposition to local security forces. Suspected ISIS gunmen demonstrated the group’s increased capabilities by carrying out a campaign of assassinations targeting pro-regime operatives in Daraa Province. ISIS will likely continue to rapidly reconstitute in southern Syria if fighting between pro-regime forces and armed local populations persists. Separately, ISIS is expanding its influence in eastern Syria following increased pressure on the Syrian Democratic Forces from local Arab tribes and pro-regime actors. ISIS will seek to foment additional unrest in order to further increase its freedom of action in southern and central Syria.
Syria Situation Report: August 19 - September 1, 2020 (4 September, 2020)
The pro-regime coalition is increasing pressure on the US presence in northeast Syria through kinetic activity targeting US forces. A Russian military police (MP) vehicle collided with a US military vehicle in northern Hasakah Province on 25 August. Russia seeks to disrupt the US ground supply lines in northern Hasakah that connect US forces in Iraq and Syria. Pro-regime militias conducted two rocket and mortar attacks near a US base in eastern Deir ez-Zor on 18 and 18 August. The pro-regime coalition seeks to exploit security tensions in Deir ez-Zor to undermine the United States and its local partner’s presence along the Euphrates River.

لم تكد تمضي أيام على تصريح وزير الخارجية الروسي، سيرغي لافروف، بانتهاء الحرب في سوريا، بعد توصل الجانبين الروسي والتركي إلى اتفاق وقف إطلاق النار في شمال غرب سوريا، في آذار/مارس الماضي، حتى اشتعلت الحرب بين أرمينيا حليفة روسيا، وأذربيجان حليفة تركيا. وهو ما يعني مزيداً من التعقيد في ملف إدلب، مع خضوعه لمقايضات دولية جديدة. لاسيما وأن وسائل إعلام تتحدث عن نقل مقاتلين سوريين إلى ساحات الحرب الجديدة، على غرار ما حصل في ليبيا حينما نقل الجانبان الروسي والتركي مقاتلين سوريين إلى هناك، للانخراط في الحرب إلى جانب حليف كل منهما.

"ما يحزنني هو أنّني لم أعُد أستطيع إنقاذ الناس بالطاقة والحيوية نفسها كالسابق". هذا ما يقوله نور الذي خسر رجله خلال هجوم بالبراميل المتفجرة خلال عمله كمسعف، مؤكدا أن كلمة "إعاقة" هي حالة ذهنية لا جسدية. كما قال لأمير الحلبي الذي التقط صورته وصور هذه المادة في شرق حلب مركزا على الطفولة وما تتركه الحرب من تحولات في أرواح البشر وحيواتهم.

مع الانقطاع المستمر للتيار الكهربائي لساعات متواصلة في كافة المحافظات السورية، تسبب هذا الوضع بإفساد المؤونة وتكبد السوريين لخسائر مالية لم تكن في حسبانهم، كأم خالد التي أفرغت حمولة ثلاجتها من فول وبازلياء وبامية وملوخية والتي تقدر بحوالي 200 ألف ورمتها في القمامة بعد أن تُلفت بسبب غياب الكهرباء لفترات طويلة، بينما اضطرت لينا إلى استخدام المؤونة المخزنة من لحوم وخضار وطبخها كي لا تفسد.

قطع حجرية صغيرة تنتهي إلى لوحات مبدعة، يبقي الشاب أحمد الداني فن الفسيفساء المغرق في التاريخ والجمال حياً في سوريا. وقد اكتسب هذا الفن معظم شباب العائلة من ابن عمه محمد الذي نشره أيضاً في عموم محافظة إدلب منذ العام 1997، بعد أن كان خاصاً بمدينة كفرنبل.

إنجازات “التربية”: حفلة “ردح” وتصريحات فارغة

لم يمضِ أقل من أسبوع على حفلة “الردح” التي جرت بين وزير التربية السوري درام الطباع وعميد كلية الطب البشري في جامعة دمشق نبوغ العوا بخصوص العودة إلى المدارس، حتى صدر قرار بإقالة الأخير من منصبه وتعيين خلف له، في موقف اعتبره الكثيرون نقطة لصالح الطباع تمكن فيها من تسجيل هدف في مرمى العوا، حتى وإن كان بدون قصد. واللافت في الأمر أن عميد كلية الطب السابق لم يبلغ رسمياً بتعيين عميد جديد بدلاً عنه، وأن خبر التعيين وصل إليه كما وصل إلى العامة حسب تعبيره. ويأتي هذا القرار في الوقت الذي لمع اسم العوا في الآونة الأخيرة في ظل انتشار فيروس كورونا، حيث تمكن من بناء قاعدة جماهيرية له عبر فيديوهات التوعية والوقاية من الفيروس.

رغم إعلان الإدارة الذاتية عزمها إنشاء محكمة محلية منذ مطلع العام الحالي، فإن نقطة التحول في هذا الشأن كانت بتنفيذ عناصر "داعش" أول حالة استعصاء في سجن الصناعة، يوم 29 آذار/مارس الماضي. تمكن خلاله "المعتقلون من تخريب وخلع الابواب الداخلية للزنزانات، وإنشاء فتحات في جدران المهاجع، والسيطرة على الطابق الارضي للسجن"، كما جاء في بيان صادر عن "قسد".

كنت أشعر أن أسماء الأطفال في القرية أجمل من اسمي الذي أراه تقليديًا وغير جميل. كنت أفضل عليه أسماء مثل شادي أو فادي أو مازن، أسماء طبيعية لا تحيل إلى دين أو قومية أو جماعة. ولاحقًا حين دخل التلفزيون إلى بيتنا، صرت أفضل أسماء شخصيات الكرتون في برامج الأطفال، وحين كنت أسأل أمي منزعجًا: لِمَ لم تسميني “ريمي” أو “ساسوكي”؟

خلال الأشهر الثماني الماضية، وثقت الشبكة السورية لحقوق الانسان مقتل سبعة مدنيين سوريين، بينهم طفل وسيدة، على يد قوات الحرس التركية، كما ذكر مدير الشبكة، فضل عبد الغني، لـ"سوريا على طول". فيما تشير أرقام المرصد السوري لحقوق الإنسان، إلى مقتل نحو 452 مدنياً سورياً، بينهم 80 طفلاً و44 امرأة، بنيران الجندرما، منذ اندلاع الثورة السورية ربيع 2011 وحتى 13 آب/أغسطس الماضي.

يقيم ثمانية وثمانون في المائة من اللاجئين السوريين في لبنان بشكل غير قانوني، مما يجعلهم دائما عرضة للاعتقال. وقالت مهنا: "بسبب حالة الطوارئ في لبنان، تستخدم قوات الأمن هذه السلطة لاعتقال الأشخاص ممن ليس بحوزتهم وثائق قانونية، بما في ذلك اللاجئين السوريين". وقد ذكرت منصة أخبار الساحة حوادث رفض فيها الجيش اللبناني تقديم المساعدة للعائلات السورية والسريلانكية.
تسوية جديدة بين النظام السوري و«شباب السنة» في درعا برعاية روسية

لا يمكن النظر إلى أي اتفاق جديد تعقده قوات النظام مع «فصائل التسوية» في محافظة درعا وريفها، بدون استحضار الدور الروسي الساعي إلى تقوية حضوره العسكري في الجنوب السوري، وتثبيت التهدئة منعاً لانزلاق المحافظة في مرحلة جديدة من التوتر.

يعتقد كثير منّا أنّ النظام يعمل كأي عصابة أو ميليشيا منفلتة عند ممارسة الاعتقال والإخفاء القسري. ذلك صحيح على مستوى العلاقة المباشرة التي كرّسها النظام في مواجهة مواطنيه المعارضين أو المشكوك في ولائهم له. لكن خلف ذلك توجد منظومة مترابطة من القوانين والتشريعات، وشبكة من مؤسسات الدولة الأمنية والقضائية والمدنية التي تعمل بطرق مختلفة على تغطية معظم تلك الجرائم بشرعية زائفة. يبحث هذا التحقيق في الفرضية القائلة أنّ النظام السوري لديه ملايين الوثائق الرسمية\الملفقة التي يمكن أن يدافع بها عن ممارساته حين تدق ساعة المحاسبة في أي وقت من المستقبل.

وكانت مسألة التعامل بالليرة التركية في الشمال السوري أخدت حيزًا كبيرًا من النقاش خلال الأشهر الماضية، لتحديد سلبياتها وإيجابياتها. ولكن بعد تراجع الليرة السورية خلال تلك الفترة وبعد أن وصل سعر صرف الدولار في 8 من حزيران الماضي إلى 3000 ليرة سورية، بدأت حكومات الشمال السوري، “الإنقاذ” في إدلب و”السورية المؤقتة” في ريف حلب، بالبحث عن بدائل للتعامل بغير الليرة السورية.
الطب النفسي في اللاذقية: فالج لا تعالج

ليس وعي الشعب السوري بأهمية الطب النفسي هو ما جعل الكثير من السوريين يراجعون عيادات الأطباء النفسانيين، بل وحشية وقسوة الظروف التي يعيشونها وانسداد الأفق أمامهم جعلهم يبحثون عن قشة أمل يتعلقون بها لأنهم غارقون في آلام نفسية ويأس وخيبات قد تدفع الكثير منهم إلى الانتحار، وبالفعل حوادث الانتحار في سوريا كثيرة لكن لا يُعلن عنها في الإعلام الرسمي. وبما أنني عشت في اللاذقية وعاينت عن كثب أزمات الناس خاصة الجيل الشاب فقد هالني فعلاً الإقبال الشديد على عيادات الطب النفسي عساها تقدم لهؤلاء المعذبين في سوريا نوعاً من الحل أو العزاء.
أميركا وروسيا شرق سوريا: صراع على النفوذ والنفط

فيما كان الصراع الأميركي-الروسي في شمال شرق سوريا مقتصراً على مدينة تل تمر بريف محافظة الحسكة الغربي، حتى مطلع العام الحالي، توسع هذا الصراع إلى محيط مدينة المالكية (ديريك)، بريف مدينة القامشلي الشرقي، أقصى شمال شرق سوريا، الواقعة تحت سيطرة قوات سوريا الديمقراطية (قسد). إذ شهد شهر آب/أغسطس الماضي عدة مطاردات بين الدوريات الروسية والأميركية، ما دفع الأخيرة إلى تسيير دورية، في 2 أيلول/سبتمبر الحالي، برفقة قوات "قسد"، في محيط المالكية، منعاً لمحاولات القوات الروسية إيجاد موطئ قدم لها في منطقة تعد ضمن النفوذ الأميركي.

حددت “الإدارة الذاتية”، منتصف نيسان الماضي، سعر القمح بنفس تسعيرة النظام الأولى (225 ليرة للكيلو الواحد)، إلا أنها رفعت السعر، في 30 من أيار الماضي، إلى 315 ليرة، ثم حددته بـ17 سنتًا من الدولار الأمريكي بسبب تراجع قيمة الليرة، على أن يسلّم سعره بالليرة السورية.

عادت حركة العبور في معبر “جابر” الأردني الحدودي مع سوريا (نصيب) اليوم، الأربعاء 2 من أيلول، بعد توقفها ثلاثة أسابيع، في إطار الإجراءت الاحترازية التي اتخذتها الحكومة الأردنية لمنع انتشار فيروس “كورونا المستجد” (كوفيد-19).

كانت داريّا من أوائل المدن السورية التي ثارت في وجه النظام، الذي لم يتوانَ عن شن حملة عسكرية عنيفة ضدها، وفرض عليها حصاراً استمر لـ 1375 يوماً، ابتداءً من تشرين الثاني 2012 وحتى 26 آب 2016، حيث تم حينها تهجير كامل أهل المدينة المتبقين فيها، والذين بلغ عددهم سبعة آلاف مدني ومقاتل. وقد كانت داريّا تحتضن نحو 255 ألف نسمة وفق الأرقام الرسمية لعام 2007، إلا أن القصف العنيف للأسد بعد اندلاع الثورة تسبّب في تناقص عدد سكانها تدريجياً، إلى أن باتت فارغةً تماماً من أهلها عقب اتفاق التهجير.
